Beyond Connectivity: The “Sovereign Town” Approach to PACE
In the military, PACE is a standard doctrine for communication resilience. It stands for Primary, Alternate, Contingency, and Emergency. It ensures that a tank battalion can always coordinate fire, even when the main radio is jammed.
Many towns have adopted PACE for their own Emergency Operations Centers. However, the standard application of this doctrine often makes a fatal assumption: It assumes the “Internet” is a permanent state of nature.
Traditional plans focus on finding a signal to reach the “Cloud.” But what if the Cloud itself is unreachable? When fiber lines are cut, satellites drift, or cyberattacks occur, a resilient town needs more than just a phone line—it needs the ability to think and govern autonomously.
We propose an upgrade to the PACE model, moving from simple Connectivity to Town Sovereignty.
P – Primary: Infrastructure Sovereignty
The Goal: Stop renting your critical pathways; start owning them.
- The Standard Approach: Towns rely on commercial ISPs (Verizon, Comcast, AT&T).
- The Vulnerability: You are a tenant on your own land. If a provider has a regional outage, forgets to fuel a generator, or deprioritizes your traffic, the town goes dark.
- The Upgrade: The Municipal Microwave Intranet.
- How it works: By installing Point-to-Point Microwave Antennas (the “drums” seen on rooftops) on water towers and municipal buildings, the town creates a private, high-speed network.
- The Benefit: This network connects the Police Station, Water Treatment Plant, and Town Hall directly. It is an “Intranet” that bypasses the public internet entirely. It is a “Plan A” that no commercial backhoe or billing dispute can sever.
A – Alternate: The Community Mesh
The Goal: Decentralized, bottom-up situational awareness.
- The Standard Approach: Satellite Phones.
- The Vulnerability: Satellites are “Sky Hooks” controlled by external corporations or foreign powers. They are expensive, can be jammed, and often fail to scale to the general public.
- The Upgrade: Community LoRa & GMRS.
- How it works: Instead of trying to call Washington D.C., the town empowers neighborhood captains with LoRa (Long Range low-power text) and GMRS (General Mobile Radio Service voice) radios.
- The Benefit: This creates a “Mesh Network” of citizens. Residents can report hazards—”Tree down on Main,” “Power out on 4th”—directly to the Town Hall without relying on cell towers. It is local, resilient, and free of monthly fees.
C – Contingency: Cognitive Continuity
The Goal: Preserving the “Town Brain” when the internet disconnects.
- The Standard Approach: High-Frequency (HF) Radio.
- The Vulnerability: HF Radio allows you to talk, but it doesn’t help you know. If the internet is down, town officials lose access to legal statutes, chemical engineering guides for water treatment, and medical protocols. You have a voice, but you have lost your library.
- The Upgrade: The Offline AI (The “Digital Librarian”).
- How it works: The town maintains a secure, air-gapped (offline) server hosting a Large Language Model (LLM) and a database of critical municipal documents.
- The Benefit: When Google evaporates, this local AI is still awake. It can draft emergency executive orders, summarize complex repair schematics for aging infrastructure, or guide medics through procedures. It ensures the town can still access human knowledge when the online world goes silent.
E – Emergency: The Analog Truth
The Goal: Governance without electricity.
- The Standard Approach: Runners and bullhorns.
- The Vulnerability: These are methods of transmission, but they lack organization, leading to chaos.
- The Upgrade: The “War Room” Map Table.
- How it works: The final layer of defense is physical. Towns must maintain large-scale, laminated physical maps of sewers, power grids, and streets, along with grease pencils and physical logbooks.
- The Benefit: We do not fear the dark; we prepare for it. When the EMP hits or the power grid fails catastrophically, leadership gathers around the table. There is no booting up and no loading screens—only immediate, visual operational data.
Why This Matters: Liability and Interoperability
Adopting our Mayor Town upgraded PACE model is not just about survivalist theory; it is a matter of legal and bureaucratic necessity.
- Legal Defensibility: If a town fails to warn residents of a flood because “Comcast was down,” the town can be held liable for negligence. A documented, diversified PACE plan proves the town exercised “due diligence” to function despite infrastructure failure.
- Federal Interoperability: Agencies like FEMA and CISA require robust communication plans for grant eligibility. If a town needs to request federal aid, it must have a verified method to make that request when standard lines are dead.
Summary
Standard PACE is about finding a signal. The upgraded approach is about maintaining sovereignty. By building the drums, distributing the radios, downloading the “brain,” and laminating the maps, a town ensures that when the signal dies, its governance is just getting started.

P – Primary: The “Poor Man’s Fiber”
Goal: Connect City Hall to the Water Plant (or Fire Station) without paying a monthly internet bill.
Hardware: Ubiquiti LiteBeam 5AC Gen2
- What it is: A lightweight dish that acts like a wireless ethernet cable.
- Cost: ~$60 per unit (You need two, so ~$120 total).
- Range: Up to 15km (9 miles) with clear line-of-sight.
- Why this one: It is the industry standard for “Wireless ISPs.” It is cheap, easy to aim, and resilient. If one breaks, you can buy a replacement on Amazon overnight.
- Town Hall Setup: Bolt one to the roof, point it at the Water Plant. Plug an ethernet cable from the dish into your router. Done. You now have a private gigabit link.
A – Alternate: The “Citizen Mesh”
Goal: Enable text and voice comms for neighborhood captains when cell towers fail.
Voice Radio: Baofeng UV-5G Plus (GMRS)
- What it is: A legal, FCC-approved GMRS handheld radio.
- Cost: ~$35 each.
- Why this one: Unlike the old illegal UV-5Rs, these are legal for GMRS use. They have decent range (1-3 miles in town), a long battery life, and are cheap enough that you can buy 10 of them for the price of one Motorola police radio.
- Add-on: Midland MXT275 MicroMobile ($165) for the Town Hall “Base Station” (gives you 15 watts of power vs. 5 watts on the handheld, punching through buildings better).
Text Mesh: LILYGO T-Echo or Heltec V3 (Meshtastic)

Goal: Host a local AI and Wikipedia implementation offline.
The Brain: Refurbished Mac Mini (M1 Chip, 16GB RAM)
- What it is: A desktop computer from 2020.

- Go to a local print shop and print your zoning/sewer/street maps on Engineering Bond (36″ x 48″). Cost: ~$5-10 per sheet.
- Buy a sheet of Clear Acrylic/Plexiglass from Home Depot. Cost: ~$40.
- Lay the map on the table, place the Plexiglass on top.
- Why: You can write on the plexiglass with grease pencils or dry-erase markers to track units/power outages, then wipe it clean without damaging the map underneath.
