In urban centers, they talk about “shelters.” In small towns, we talk about the Community Hall, the Grange, or the High School Gym. These spaces are the social glue of our town—and they must also be our life rafts. But right now, most of them are not ready. A building that cannot maintain heat, light, and water without grid power is not a resilience asset. It is a liability waiting to be activated at the worst possible moment.
The good news: retrofitting a community hall for emergency shelter use is not an enormous undertaking. It requires a clear checklist, access to the right grant programs, and a mayor willing to drive the project before the crisis—not during it.
The One-Switch Rule

Physical Hardening
Community halls host our most vulnerable residents during emergencies: the elderly, families with young children, people with medical needs. The building must be able to protect them physically, not just shelter them from rain.
Roof Load Capacity
In snow country, the primary structural risk is accumulated snow load. Many older community buildings—granges, churches, volunteer fire halls—were not engineered to modern snow load standards. A structural engineer’s assessment costs $500–$1,500 and can identify whether roof reinforcement is needed before a wet spring snowstorm makes that assessment irrelevant. FEMA’s BRIC program funds exactly this kind of pre-disaster mitigation.
Storm Shutters and Window Protection
In hurricane or high-wind zones, pre-installed storm shutter tracks allow volunteers to deploy protection in minutes rather than scrambling for plywood in a hardware store that may already be sold out. Polycarbonate storm panels or fabric hurricane screens can be installed without permanent alteration to windows and stored on-site between events.
HVAC Backup
A community hall with generator power but no backup heat source is still vulnerable in a winter outage. The goal is a building that stays above 55°F for occupants regardless of what the grid is doing.
Rotating Food and Supply Storage
A true resilience hub does not wait for a disaster to stock supplies. The community hall should maintain a rotating cache of emergency essentials: shelf-stable food for 50+ people for 72 hours, first aid supplies, water filtration capacity, cots or sleeping pads, and a basic tool kit. These supplies should be inventoried annually and rotated before expiration—not purchased once and forgotten.
Many towns have found that partnering with local food banks for rotating food storage creates a dual-use system: the food bank benefits from secure storage space, and the community gains a pre-positioned food supply that is always fresh. The local food security ecosystem and the emergency shelter system are not separate programs. They are the same program viewed from different angles.
Grant Programs to Fund This Work
The retrofitting described above is fundable. Here are the primary sources:
- FEMA BRIC (Building Resilient Infrastructure and Communities): Funds pre-disaster mitigation including generator installation, structural hardening, and community shelter upgrades. Applications submitted through state emergency management agencies.
- FEMA HMGP (Hazard Mitigation Grant Program): Available after a declared disaster; funds hardening projects that prevent future losses. If your county has had a recent disaster declaration, HMGP funding may be available now.

Start Before the Storm
The single greatest mistake communities make with resilience infrastructure is waiting for a disaster to justify the investment. Grant applications take months. Construction takes time. The community hall that saves lives during next winter’s ice storm is the one whose generator was installed last spring—not the one that is still waiting on a permit when the power goes out.
